Hamas announced Monday the resignation of its Gaza “Emergency Committee,” the Hamas-run administrative body governing the Strip, in what the terror group described as a step toward transferring authority to the technocratic National Committee for the Administration of Gaza (NCAG). The announcement addresses one of the central conditions of the ceasefire brokered by President Trump in October 2025, yet mounting evidence shows Hamas has no intention of relinquishing actual control over Gaza.
Ismail al-Thawabta, head of Hamas’s government media office, told AFP that Mohammed al-Farra, head of the government’s emergency committee, “has officially submitted his resignation.” Hamas’s government said in its announcement that civil servants would continue working as usual, describing them as “public employees who are ready to work under the responsibility of the National Committee for the Administration of Gaza.”
An Israeli official dismissed the move outright, telling the Kan public broadcaster it was “spin without any meaning.” The official said Hamas fears being declared in violation of the ceasefire agreement and is stalling through theatrics.

Hamas’s announcement that it is stepping aside from governing Gaza should be viewed with extreme skepticism. AFSI believes this is a calculated public relations maneuver—not a genuine surrender of power. Hamas has made no commitment to disarm, dismantle its terrorist infrastructure, or abandon its genocidal ideology. As long as it retains weapons, leadership, and influence, any claim that it is “leaving” Gaza is meaningless. Reports indicate that while Hamas has proposed transferring civilian administration to a technocratic body, it has not agreed to relinquish its military capabilities, which Israel has consistently identified as the central issue.
AFSI maintains that Israel must not be pressured into accepting cosmetic political changes in place of real security. Gaza cannot have a peaceful future while Hamas remains armed and capable of rebuilding its terrorist network. Any post-war arrangement must ensure the complete removal of Hamas from both political and military power, the return of all hostages, and guarantees that Gaza can never again serve as a launching pad for attacks against Israel. Terror cannot simply change its title and expect the world to believe it has changed its nature.
